Below is my idea for trapping the leaking oil.
A oil company should have access to the finest plastic products. Large plastic sheet balloons could be made for trapping the oil which is lighter than water and would help make this work. I don't think it would be that hard to place something like this with remote devices over the leak. If they can't stop the leak, than contain the oil.

How do you clean the oily tar off your feet and clothes? Use eucalyptus oil or Goop hand cleaner. Santa Barbara residents have been dealing with natural oil seepage for years. Many hotels provide complimentary tar cleaning packages and most beach restrooms have a bucket of Goop in them. The gulf resorts and beach areas will have to do the same.
