This means you can turn on and off text layers, feature layers and the map’s border, scale and arrow. Also, all features can be edited in the maps. These maps are not locked like many that are sold on the web. You can easily select and change polygon colors, line widths, text fonts and sizes. You can also add your own layer(s) to the maps to show things like sales areas zip codes, routes, and locations.
In Illustrator you can totally modify the map for your needs. You can add drop shadows to city, zip codes and other polygons. You can change colors of lines and fills. Change and add text sizes and fonts.
